Dear ConfComm,

I've made a first draft abozut the travel grant programme in the WIKI:
https://wiki.osgeo.org/wiki/Draft_FOSS4G_Travel_Grants

The thoughts are mainly base on the procedure we had for 2016 in Bonn.
Feel free to add/edit/discuss.
