[OSGeo-Conf] conference committee updated mandate

Dear ConfComm,

I've made a first draft abozut the travel grant programme in the WIKI:

The thoughts are mainly base on the procedure we had for 2016 in Bonn.
Feel free to add/edit/discuss.
