For example, GRASS has been translated to many languages including
Indic languages:

The mechanism is basically to translate the .po files with poEDIT or likewise.
Attempts to use the transifex portal essentially failed, the file based approach
is simple and works ok so far.

Translators for Indic languages are needed, though.
