Dear Patrick,
I am a member of the PyWPS PSC, a project that graduated just recently. PyWPS was in active incubation for 3 years; it was indeed a long process, but along the way it was generally clear what we were missing to reach the finish line.
I would suggest the Worldwind PSC to share the project incubation check list and publicly seek help to complete the most difficult items.
Best wishes for Worldwind. Regards.

The Europa challenge has been a great boost for GeoForAll education efforts and we are grateful for your tireless work over the years for making this possible.

I am old now and retiring soon, so others will need to take the lead, if there is one to take. I have repeatedly expressed the desire for WorldWind to be, as you put it, “a part of the OSGeo family.”

See [Discuss and approve OSGeo as partner for UN World Challenge 2018](https://wiki.osgeo.org/wiki/Board_Meeting_2018-06-06#Discuss_and_approve_OSGeo_as_partner_for_UN_World_Challenge_2018).

The way I figure it is that GeoForAll, just like the foundation, has a goal of supporting the adoption of all open source spatial projects. And should be held back by what projects have decide to join our foundation.

That page is really sparse and does not tell the public very much about the project, perhaps that is something to work on? Indeed if you fill in some more information it will show up in choose-a-project when visitors are seeking new software.
