[OSGeo-Edu] OSGeo logo and educational material

I agree with this too, and I also like the idea for specific logo tag  
line.
Charlie, maybe you can start a motion to get this policy officially
approved by the edu committee so that we can make this a resolved
item and continue working on the rest of the issues?
