[ELGIS] RFC: Move PostGIS client applications into separate package

Hi Volker

I'll contact the Fedora package maintainer ASAP. I would guess that the 
compatibility should be ok as far as PostGIS 1 is on either side of the 
communication. Things may change with PostGIS 2.0.
