[EU] Side event on FOSS4G 2016

Hi Till,

'TT' talk sounds good. I think it would be a great opportunity to
discuss how OSGeo software matches the needs of the INSPIRE directive
and where improvements could be suggested. A 'TT' could be the right
format to organise this.
I'd like to organise both, the un-conference and the TT and I will ask
Robin (in cc) if he could help me organising.
