[EU] Side event on FOSS4G 2016

Dirk,

that's fine for me, please include Arnulf, as we just talked about 
this. What we need ASAP is a title and some sentences about whatyou want 
to do in this TT. Mustn't be too concrete in this early step, but would 
like to release it over the website soon.
