[Europe] OSGeo Europe - topic talks?

Regarding the topic talks it is absolutely important, that

1. people, that handed in a "regular" talk are not put into topic talks
without asking them (personally I would favour the format from Bonn:
people who actualy run the tt are responsible for the speakers)

2. topic talks must be visible in the programme

Both did not happen last year - with the result, that in both topic
talks (where someone put my regular talks in ;-)) just a few people
appeared.
