[fdo-internals] fdogdal <Bounds> support for 3.2.x

Folks,

OK, I have closed:

   http://trac.osgeo.org/fdo/ticket/87

I have committed the changes in the 3.2.x branch *after* the 3.2.2.0 tag. So
once we are all ready I can tag fdogdal 3.2.2.1 and prepare updated provider
DLLs.

The changes are also all in trunk.
