Hi Dan,

Back in the office.

The NEO 6P is NL-6002U unit which comes with an antenna attached.
I have processed the base station data separately:

% program   : RTKPOST ver.2.4.2
% inp file  : E: \data\results\150729b.obs

% inp file  : E:\ data\results\150729b.sbs
% obs start : 2015/07/29 17:14:41.0 GPST (week1855 321281.0s)
% obs end   : 2015/07/29 17:23:52.0 GPST (week1855 321832.0s)
% pos mode  : ppp-static
% solution  : forward
% elev mask : 15.0 deg
% dynamics  : off
% tidecorr  : off
% tropo opt : sbas
% ephemeris : broadcast+sbas
% navi sys  : gps sbas
% antenna1  :                       ( 0.0000  0.0000  0.0000) 

I have taken the average x,y,z and entered that into RTKPost.

I have changed the setting so that L1 is used. And set it to static. I have
no settings for the antennas.
I am not sure what you mean by " sbs is facultative"

I am still not getting a good fix.

the Neo 6P are capable of cm accuracy assuming that the base is less than
10km and your have raisonnable quality antennas... 

you need: 
1. to set up the positionning mode to either cinematic or static 2. enter
the precise position of the base station including height 

btw your device is L1 only
sbs is facultatif
and of course, it will not work if your base station is a bad reception
situation
