Thanks Dan,

 

After I run RTKPOST rover position quality is not showing up as dgps but as
float. Is that because they might be using different satellites?

Options / Setting 1 / Positionning Mode : Static 
Options / Positions / Base Station : Lat / Long / Height 

even if you get a fix, the absolute accuracy of the rover 
will not be better than the base 

to achieve cm accuracy, 
you need a base station with known precise coord. 
and clear environnement
