[FOSS-GPS] Replacing rtkget with wget

In reply there is no need to fix rtkget, as rtkrcv is able to receive
files from http and ftp directly. 

Under GNU/Linux, you need to set up:
file-tempdir       =/tmp
or choose a writable directory.

Otherwise (apparently) correction data is not loaded via http or ftp.
Espeially if binaries are installed in /usr/local/bin. Directory is not
readable and as a result, correction data might not be loaded.

With file-tempdir set to /tmp, I can receive:
inpstr3-path       
=anonymous:user@@cddis.gsfc.nasa.gov/gps/products/%W/igu%W%D_%hb.sp3.Z:
:T=-10800,21600,10800,600
inpstr1-format     =ubx
inpstr3-format     =sp3

$ls /tmp
igu18864_06.sp3

Please correct me if I am wrong.
