Gavin,

We need to produce a budget that the OSGeo reps (in particular Paul)
accept as reasonable, and bring to the OSGeo board for approval.  I'm
not sure it would be responsible for us to provide bridge financing
till this has been accomplished.  I will make all reasonable efforts
to expedite board discussion and approval once we have a proposed
budget in front of us.

I think the concerns about achievability of the proposed budget,
especially the sponsorship amounts, need to be considered carefully
in light of *conservative* sponsorship and attendance possibilities.

We should also likely iron out the legal agreement between GISSA and
OSGeo and commit it to paper though I wouldn't mind proceeding with
payments before this is completed as long as we have an understanding
of the agreement between the organizations.
