[Foss4g2009] Workshop / Tutorial Submission Templates

Templates updated, and in nasty Word Template format as well.
Asking questions and reading reviews, it's starting to be clear that
beginner workshops are really where our target audience wants to be.
I'm going to recommend that, largely due to our reduced number of
workshops over previous years, we bias the workshops heavily towards
beginner sessions, but try to balance the tutorials across the three
sections.
I've also taken a stab at stealing workshop selection criteria, which
now lives at

is available for review and comment.
