[Foss4g2013] Workshop ordering

The capacities of the workshops were set by the speaker- we have contacted
those with workshops that are over-subscribed or nearing capacity to see if
they are prepared to take some more people. If there's an opportunity for
more places we will let people know via the mailing lists, website and
twitter. It's not always possible to move workshops around as we have to
take into account the people who have already booked them.

We'll get together as a committee and see what we can do about the empty
slot, or about compensating those people who have been unable to use their
full workshop credits.
