[FOSS4G2016] suggestion to organize an OSGeo Hacking Event before FOSS4G 2016 in Basecamp

Great idea Astrid!  Definitely the MapServer project would join too, a 
strong +1 for the OSGeo Hackfest the days before FOSS4G.  (this basecamp 
place looks so fun)
