[FOSS4G2016] meeting toninght in Bonn: goals for 2016

Thanks Gert-Jan for pointing to the Chairs wiki page 
(http://wiki.osgeo.org/wiki/FOSS4G_2016_Chairs).  One part that I think 
is missing is a Chair for managing volunteers.  Volunteers at a FOSS4G 
event, boots on the ground during the event, really help the event flow:

   - often are local students and give them a way to network but also 
help where needed
   - wear a different bright FOSS4G t-shirt so attendees can find them 
to ask questions
   - a good idea is to place 1 volunteer in each workshop and 
presentation room (before workshops they check passes, hand out 
materials, and help presenters get setup)
   - on-site to also provide extra help with registration or stuffing 
conference bags when needed

I've seen these local volunteers/students really make a difference 
(think back to FOSS4G-Lausanne and how smooth it was, all because of the 
local volunteers/students).

I really feel that there should be a Volunteer chair as well for 2016.
