[FOSS4G2016] meeting toninght in Bonn: goals for 2016

Dear,

we had a good meeting yesterday and we have some more chairs!

I also took the idea created by Jeff and Gert-Jan and added a chair for 
volunteers. With this I've updated the chairs list so far.
