[FOSS4G2016] Regarding 10th anniversary

As Till stated it's due to the cancelling of Beijing 2012 that 2016  
will be the tenth FOSS4G.
"10 th Anniversary" suggests something annual for 10 consecutive  
years, which is (Beijing 2012!) not the case.
The "10th FOSS4G" is more accurate, but I'd suggest to skip that, and  
instead emphasize the 10th anniversary of OSGeo.org (february 26th, I  
think?). That should be an extra incentive to make sure OSGeo has a  
distinctive visibility on FOSS4G (garlands, balloons!)

@Jeff: is there already an OSgeo 10th anniversay committee (not just  
for FOSS4G)?
