[FOSS4G2016] Update on FOSS4G Video recording, live-stream and publishing by CCC VOC

Hi as said,

I see no absolute requirement for live-streaming. Personnally I am fine 
with video and a later release.

A site-visit is no problem, if we ask few weeks before. With the 
studentshgip program we would get enough "angels".
