[FOSS4G2016] Invitation to contribute to the Scientific Committee and as reviewer (draft)

Franz-Josef:  overall I think it looks good, but I wonder about the term
Scientific Committee. Is this to be the committee which runs the Academic
Track (only)? Because the overall conference would normally have a
Programme Committee (PC) rather than a SC.  (many of the papers at GIS
events are NOT scientific, and that's ok)
