Hi all,

I've noticed on this page:

that anyone can submit a proposal for discussion and vote.  I think that
it makes sense that anyone can submit for discussion, but I would have
thought that as an action that requires PSC response a vote would have
to be called by a PSC member.  How is this working for OpenLayers; do
people outside of the PSC actually call the vote?
