[Gdal-dev] Terragen GDAL driver update

My GDAL driver for the Terragen terrain file format has been updated to 
version 1.1.

TER files can be written using the Create() call. The protocol to ensure 
data accuracy involves some options and using certain dataset/band 
methods; please see the included documentation for more info.
