make generate does not force regeneration of wrappers at least in the
Perl case -- that's because I've uploaded recent copies to CVS. Yes, I'm
now using swig 1.3.29 but I'm not sure if 28 would work. I believe the
requirement should be put somewhere and explicitly fail if it is not
satisfied - such practice is common and good. ... ok, I'm just lecturing
here and not practising it myself to much...
