[gdal-dev] Motion: Commiter Status for Moratto

Moratto has been using GDAL in the development of Delphi application for 
quite some time now, but as his work has evolved he felt the need to use 
SWIG to generate a wrapper. The problem is that there no official Delphi 
module in SWIG, so he developed it himself.

Moratto would need the Commiter Status to migrate the wrapper from my 
sandbox to the trunk to continue his work in the development of the GDAL 
Delphi wrapper.

Moratto has reviewed RFC 3 on commiter responsibilities, and has agreed 
to them.
