Alan,

this issue was reported as http://trac.osgeo.org/gdal/ticket/3194. 
There's a proposed patch in it.
Another workaround (untested) is to copy U2881301.GEN as U2881302.GEN 
and U2881301.QAL as U2881302.QAL
