I'm not sure to understand why that should wait 2 versions and not the next 
(major) one ? I guess we missed 8.3 because nobody did it and the upgrade to 
8.2 was done before. It is not a matter of "policy".
Actually you just don't have to wait for the upgrade to land in trunk. It is 
generally "just" a matter of updating a bunch of csv files distributed with 
GDAL (although this migt have some software implications if new projection 
method codes are invented/changed). This is documented here :
