Should rather be PYTHONPATH=e:\dwacode\gdal\swig\python\build\lib-XXXXXXX

(replace XXXX by actual name)

This assumes you have built the bindings with "python setup.py build" in the 
e:\dwacode\gdal\swig\python directory
