[gdal-dev] RFC 73 (aka gdalsrsbarn) available for review

What is the logic behind the PROJ symbol renaming?  I remember terrible
things about previous symbol renaming efforts.  Is the expectation that
PROJ will be statically linked in GDAL for some reason?
