Hi,

Please find below a PROJ RFC.

This is of interest for GDAL as a "consumer". GDAL will also be a marginal 
actor of this effort, as the COG driver will be tuned a bit to be able to 
generate the GeoTIFF based grids, and there will be a few conversion scripts 
between existing grid formats and this new one.

As announced last week, you'll find a RFC describing two new capabilities,
remote access to grids and a GeoTIFF-based format for grids, in
