You need the ArcSDE Client SDK. I am doubtful you will find a copy that can work on Ubuntu 20.04, however. It is my understanding that Esri stopped distributing it multiple releases ago, and it is probable many changes have happened to SDE's internals that could make a version of the Client SDK fail to work even if you can find it.
