[gdal-dev] exif dump?

Andrew,

as indicated in the commented lines just after the #ifdef, it had been 
used to generate the HTML file of the JPEG doc (the tables at 
https://gdal.org/drivers/raster/jpeg.html), before the .rst era. We can 
probably remove that now
