[gdal-dev] WMTS error with EPSG:3857

Elena,

I believe the GetCapabilities response of this service is not fully 
valid. The layer has a <TileMatrixSetLink> that points to a EPSG:3857 
tileMatrix, but there's no <TileMatrixSet> definition with a 
<ows:Identifier> with this value. You can presumably use the 
GoogleMapsCompatible tilematrixset, which should be an alias of EPSG:3857

I've submitted in https://github.com/OSGeo/gdal/pull/4457 a fix to not 
list that tilematrixset.
