This is not new in 3.9.0dev, I get the same warning with 3.8.5. CDF
files are not supported by the OpenFileGDB driver. You need the ESRI
FileGDB API to read those files.

 From the documentation of OpenFileGDB:

Drawbacks of the OpenFileGDB driver:
• Cannot read data from compressed data in CDF format (Compressed Data
Format).
