[gdal-dev] GDAL 3.13.0 beta1 available

Is there a reason why the Grok version is bound to 20.2.8? I get the

It looks as though it builds fine with version 2.3.0 when I override the 
version number in CheckDependentLibrariesGrok.cmake.
