[gdal-dev] a_scale per band

I was trying to change the type to int16 and scale (and offset) it to make
it smaller, similar to the NSRS geoid model that Even suggested me to do in
https://github.com/jjimenezshaw/NSRS-2022-PROJ/blob/master/make_geoid2022.sh

But in de_lgl_bw_BWTA2017.tif there are 4 bands, and I need different a
scale and offset for each.
I don't see how to use a_scale and a_offset per band (documentation
mentions "-a_scale Set band scaling value ..."). How can I do it?

Bonus track: I don't see in the new gdal CLI how to set a_scale and
a_offset.
