[Ica-osgeo-labs] [OSGeo-Discuss] OSGeo's spending budget for 2015

I am very much in support for providing funding for keeping the website up to date - it is an important resource for us.

The annual reports would be simpler to do through osgeo wiki as we do for code sprints and for project annual reports.
But we first need the document from the advisory board about the lab network membership 
to clarify what should go into the report (it should be minimal). Advisory board may be also able to provide some
guidance for how to handle requests for website establishment funding from the labs which lack the resources to do so.
There would need to be some criteria in terms of who would be eligible.
