Hi Shaowen,

I'm not in a position to pitch to the NSF as:

* I'm Australian, not from the US

* I'm not an academic

However, I have material which I'm very hopeful someone else might want to make use of to justify why a pitch should be for Open Source GIS. I'd be happy to work with someone doing such a pitch to customise their material.

The National Science Foundation has recently funded a project (http://www.ncsa.illinois.edu/enabling/software/gsi) to conceptualize a national Geospatial Software Institute (GSI) as a long-term hub of excellence in software infrastructure that can serve diverse research and education communities. A suite of community workshops will be convened to design the GSI.
