Mark,

  I think you're on the right track.  I see that the std GeoMoose.html does

	<script type="text/javascript" src="./proj4js/lib/defs/EPSG26915.js"></script>

at line 52.  Perhaps the CountyProjection = new OpenLayers.Projection('EPSG127083'); does a look-up ?
Maybe you need to make a proj4js/lib/defs/EPSG127083.js?
