Here's the trick I use in the Mapbook to take care of this:

This will allow you to increase the fullextent and have the "zoom to
full extent" tool use the initial extent.

In changing my MAX_EXTENT in the mapbook, it seems to also be limiting
the amount data sent from Met Council Base Map. I would like to have
that base layer image stretch beyond my initial extent, but I want my
max_extent to be equal to my inital extent. Make sense?
