If you haven't tried this already, try using the Box option with the identify tool, see if you can at least Identify those layers with the box option. At least that way you'll know if those layers can be identified at all.
Also (and maybe I missed that part of the discussion) - have you adjusted the search tolerances?

I've attached a minimalistic example. The points will all be in Minnesota.
Maybe try taking this and building off of it. The shapefile is stored in UTM15N.
