[GeoNode-devel] Relax dependabot

I don't know you but my deeling is that dpendabot is configured too much
aggressively. There's a lot of noise from him both as PRs, commits and,
consequently, Travis builds.

Currently it's configured to run "live updates" for all the top-level
dependencies.
I would reduce it to weekly checks and only security updates. This will
reduce the traffic and the load on CI.
