[GeoNode-devel] Bootstrap 3 EOL

Thanks Toni.

Is it possible to discuss this upgrade in the next PSC Meeting or sometime
during the Summit?
In the meantime I'll try to understand which is the required effort behind
this task. I see many new features in GeoNode since the last time I checked
the code.
