Hi, just in case it helps you, i had a similar problem some time ago after
migrating GeoNode 2.6 to another server, probably not exactly the same.
When I did the migration, some files in the new server where with owner:
"root" instead of "Tomcat". Particularly after changing the ownership of:
/usr/share/geoserver/data/data/geonode, the problem desapeared and all
users were able to upload layers again.
Probably is not your issue, but check the ownership of your files to make
sure they´re right.
