[GeoNode-users] GeoNode signals/notification refactor implementation

Dear all,
the Pull Request for the refactoring of the GeoNode notification subsystem
is finished and compiling.

This is a starting point for a big step towards a fully cloud-ready
GeoNode. First of all this will remove synchronous notifications requests
by using a service instead. Secondly this pluggable system provides us a
platform for the development of others notificators and log-collectors. For
the moment we stick on rabbitmq, in the future is easily to add also
support for Apache Kafka, as an instance.

Moreover this is the base for a next task we are working on, i.e. an
improved monitoring system for resources and notifications (warning,
errors, ...) along with dashboard for GeoNode.
