[GeoNode-users] Remove ability to Explore People from geonode

Hi Jonathan,

Thank you, I like the solution. I suppose it wouldn't be too hard to check
user type and restrict list to admin users only.

Taking this a bit further-  I wonder if it would be possible to have some
configurable permissions, for example:

   - Users can view all groups and other users
   - Users can view all groups and other users for only those groups they
   are members of
   - Users can view all groups and no other users
   - Admin/staff users would be able to view all groups and users.
