Hi Oliver,
your questions are of course good, but currently I cannot provide a
response.

We need to push forward the PSC proposal and let the PSC take such
decisions and write down explicitly the policies.

This is a very good occasion to refresh to everyone the PSC proposal. I
recently updated it with the latest comments. If the proposal is acceptable
now, I propose to implement it as soon as possible and start the process.

First decisions that PSC must take are exactly the ones you exposed on your
questions.
