[GeoNode-users] Option to create empty layer not showing

Hello

I'm using a 3.3.x version of GeoNode, together with geonode-project, and I don't get the option to create an empty layer. I only have the option to upload a layer.
Is this functionality not in version 3.3, or do I have to enable something?
