[geos-devel] proposing debian support diff

hello friends,

i am using debian linux, and i've made the files additions needed to
make GEOS compile and install on a debian system.
the attached diff contains one directory, debian/ which should be in the
geos distribution root directory: e.g /usr/src/geos/geos-2.0.1.

making the debian packages uses standard geos making procedures.
no changes have been made to any file originally found in geos.

geos version and dependencies are being automatically deduced, so no
change should be needed to the debian files upon geos upgrading.

please include debian files in the geos distribution, for all debian
geos users to benefit.
