[geos-devel] Newbie 2.2.3 win32 build question

thanks so much Charlie.  I guess it wasn't a dumb question: I just 
checked out the cvs rel-2.2.3 version and those files are there, yet all 
of the release downloads on geos.refractions.net including the cvs 
nightly snapshot don't have the files.

hopefully this can be fixed so no one else goes through what i just went 
through.
